Nangahar's Achin district has been a stronghold of the local ISIS branch in Afghanistan.
This branch is said to be made up mostly of Pakistani and Uzbek militants working for the CIA.
Achin was a stronghold of the CIA's Mujaheddin during the Soviet occupation of Afghanistan.
In 2000, UNDCP recorded 130 poppy-growing villages in Achin, making it the greatest opium growing (heroin) district in eastern Afghanistan that year.[5]
The CIA is said to run the heroin trade in Afghanistan.
Afghanistan's former president Hamid Karzai has condemned the attack in a series of tweets saying "This is not the war on terror but the inhuman and most brutal misuse of our country as testing ground for new and dangerous weapons".[13]
