Vulnerable girls at Kendall House Church of England children's home were drugged and sexually and physically abused over nearly 20 years, a report revealed.
The report refers to sexual abuse, ill-treatment and physical abuse at Kendall House in Gravesend, Kent, between 1967 and 1986.
Children were drugged, tied up in straitjackets and forced to live behind barbed-wire.
Girls told how they were raped after being imprisoned in an isolation room and locked in alone overnight.
The report named consultant psychiatrist Dr Perinpanayagam, who was a medical advisor to Kendall House, as a key adviser on drug treatment for residents.
Girls were supervised by a largely unqualified workforce led by a 'dominant and authoritarian' figure, Doris Law, who is now dead.
Opened in the 1920s, Kendall House was a home for vulnerable girls aged from 11 to 16 who were mainly placed there by their local authority. It closed in 1986.

6 Jack is a dual British/Canadian citizen, however both countries have thrown their hands up in the air, saying ‘he’s not our problem.’.
7The initial story of ‘Jihadi Jack’ was invented by the Sunday Times journalist and Islamophobe, Richard Kerbaj, who lied about Jack joining ISIS. Jack’s parents challenge Kerbaj to produce the tape or his source for this lie, which has libeled his parents and threatened Jack’s life.
8 Jack’s parents are desperate to bring Jack back home and out of harm’s way, but their appeals to British justice, morality, international law, reason, humanitarian law, ‘innocent until proven guilty’ have fallen on deaf ears.
9 By sending money to help Jack get out of Syria, Jack’s parents themselves have been charged with ‘supporting terrorism’, even though the police gave them permission to send the funds.
"Jack was told in May 2017 that the Kurdish authorities wanted to hand him over to the British. However, the British government told Jack’s parents that they cannot help secure Jack’s release as they do not have any consular access in northern Syria.
"The government believes public opinion is led by a media that promotes the idea that everyone who goes to Syria is a ‘terrorist’, and believes it has the support of the public in keeping Jack in detention."
Reportedly, Jack escaped from Raqqa in Syria and is currently being held prisoner by a Kurdish militia, called Asayish, in the Rojava region of Syria.

ISIS is believed to be run by Mossad, the CIA and other such security services.
Jack's parents, parents John Letts and Sally Lane. John is an organic farmer and botanist, with links to the BBC, and Sally, works in publishing.
Reportedly, Jack Letts has been sending text and audio messages, from his prison, to his parents in Oxford, and the 'spooky' David Rose of the Mail on Sunday has published these messages.
Jack Letts claims that Britain has done nothing to help achieve his release, and, has sent no one to visit him, even though the Kurds are supposed to be Britain's allies.
On 28 October 2017, Jack's Kurdish captors stated that Jack has been charged with being an ISIS member, although his case was still 'under investigation', that he is being well treated and that he is still in weekly contact with his family.
Sinam Mohamad, representing the Kurds, stated that:
1. The Kurds are 'willing to hand over prisoners of war to their original country after they are properly investigated'.
2. Britain has not asked the Kurds to send Letts home, and neither has Canada. Letts has dual UK/Canadian nationality.
