In a country basically still at war, I would assume, the authorities would have anti-aircraft weapons available in order to deal with unidentified threats.
Non-intervention in that case means, that part of the Iraqi authorities were complicit in the attack.
At least on one side of the visible road, we can see buildings with many bright lights.
Even at night, there is always some car / truck traffic (traffic changing lanes, passing each other etc) to and from important airports. It seems to me extremely difficult, if not downright impossible to clearly identify a moving target in these conditions.
