DUTROUX was at the centre of an international child abuse, child torture and child murder ring that was linked to top people.

3. "North and his employer, vice president and later president George Bush, were uncomfortably close to the Franklin child abuse affair in the United States.

Excellent post, Aangirfan! This is the stuff! All the various factions that abuse children, whether it be to curry favor with demonic forces, (or so they may believe) base sadism, pure pedophilia, pursuit of profit, blackmail/control, or what have you, are all bound together and operate as a single unit when necessary, all in pursuit of a single goal, the creation of vulnerable populations of children. War, poverty, drugs, ecological catastrophes, etc., are all at least partly driven to this end. I believe the Ukraine crisis is a current dramatic expression of this paradigm....well done.

U.S. grand jury weighs charge that Sen. Thurmond took bribes

WASHINGTON - A fedral grand jury has heard sworn testimony from a witness who stated Se. Strom Thurmond, R- S.C., received at least $20,000 in bribes from a middleman acting for ex-CIA Edwin Paul Wilson, now a convicted felon.
Meanwhile sources say, other connections between Thurmond and Wilson have surfaced. The FBI, for example, is investigating the employment of a Thurmond administrative aide, Dan Carrison, who reportedly went to work for Wilson. A lower-level Thurmond aide also went to work for Wilson.

Furthermore, the senator's wife, Nancy, was employed by a high-powered, Republican-connected public relations firm headed by Robert Keith Gray, who was for several years a board member of Wilson's principal comany, Consultants International. (An associate of Gray's said Gray was an "elevator acquaintance of Wilson's and did not know he was a board member of Wilson's firm.)

But the key to the case is obviously the witness who swears he personally saw Thurmond tale two bribes from a onetime Thurmpond fundraiser acting as middleman for Wilson.
As a Wilson employee, the witness was ordered to spy on Wilson's associates to make sure they weren't cheating him. One man he was told to keep under surveillance was the middleman, who had claimed to have Thurmond's ear.

On many occasions, the middleman showed up at the offices of Delex International Inc., a Wilson company occupying Suite 710 at 1111 North 19th St., Arlington, Va. On three visits, he picked up a manila envelope stuffed with cash.

The witness said he watched a Delex employee count out $100 bills - aloud - on a card table, and put at least $10,000 in an envelope each time. The middleman then left, with the witness on his trail.

The first time, the witness lost the middleman in traffic. But the second time, he followed the go-between to the Capital Hill Club - a Republican sanctuary on the House side of the Hill. The witness testified that he watched the middleman meet Thurmond, who was waiting, and hand over the manila envelope.

On the thrd occasion, the witness again followed the middleman to the Capital Hill Club. Thurmond wasn't there. The middleman made a phone call, and Thurmond showed up a few minutes later and took the manila envelope.

The middleman then returned to Delex and went out for drinks at a nearby restaurant - with the witness and two other men. One of them was Thomas Clines, an old CIA buddy of Wilsons.

The witness has said he telephoned Wilson to report the successful deliveries, referring to Thurmond only as the "same man."

WASHINGTON - Robert Keith Gray, affable new secretary to the Cabinet, often chuckles quietly when President Eisenhower sounds his desk buzzer to summon an aide.

The explanation goes back to a day about three weeks after the President suffered a minor stroke last November. Gray at that time was serving as Eisenhower's appointments secretary, with an office adjacent to the President's.
Gray, whose hair started turning white in high school, is a friendly, hard-working 36-year-old who gave up a prosperous warehousing business in Nebraska and Iowa in 1955 to take a Navy Department job handling manpower problems.

He did so "because I found Washington so exciting and such a beautiful city." He had served with the Navy in the Far East during World War II - supply and disbursing officer aboard the USS Collingsworth, an attack transport vessel.

Gray, born Sept. 2, 1921, in Hastings, Neb., had been in Washington only a short time when Fred A. Seaton, also from Hastings and then a top aide to Eisenhower, had him transferred to the White House. Ten days eater Seaton was named secretary of the Interior and Gray soon took over job patronage for Eisenhower, a key assignment dealing with the filling of administration positions.
Now he's moving up to Cabinet secretary, to replace Maxwell M. Raab, who is leaving May 19 for private law practice.

Gray is a graduate of Carleton College at Northfield, Minn, and Harvard University School of Business Administration. He later taught business administration at Nebraska's Hastings College.

A bachelor who lives with two other bachelors in Washington's Georgetown area, Gray grins broadly when you ask him about marriage, and says: "Not forever am I going to be a bachelor. That's definite."

Government urged to back Moon appeal

WASHINGTON - An unusual effort is under way to persuade the government to switch sides and join in asking the Supreme Court to review the federal tax-fraud conviction of the Unification Church's Rev. Sun Myung Moon.

The effort - believed to equa or exceed such activity in any recent case - is part of a broader campaign among religious and civil-liberties organizations as well as Moon's to have the Supreme Court take the case on the grounds that it raises fundamental issues of religious liberty and church autonomy.

Among those involved in the campaign are Robert B. Anderson, a treasury secretary during the Eisenhower administration; Robert Keith Gray, head of a prominent Washington public relations firm retained by Anderson; the Los Angeles-based public-relations firm of Madison Fielding, retained by the Unification Church, and Moon's lawyers, including Harvard Law Professor Laurence H. Tribe, former Internal Revenue Service commissioner Mortimer Caplin, former deputy attorney general Harold Tyler and former U.S. attorney for the District of Columbia Charles C. Ruff.

Vice President George Bush, White House counsel Fred F. Fielding, Attorney General William French Smith and Solicitor General Rex E. Lee have been contacted. Bush, Fielding and Lee have received briefings from Anderson. Lee said he has also received dozens of letters about the Moon case, more mail tham on any other.

None of the government officials has taken a position.

Laser Stocks Given Reagan Advisors

Anti-Missile Plan Allegedly Could Benefit Company

WASHINGTON - The principal owner of a small laser company that cound benefit from President Reagan's program to develop a futuristic missile defense system has given away millions of dollars in company stock to leading scientific and military experts and others with connections to the Reagan administration, according to public records and company officials.

The recipients include physicist Edward Teller, a member of the White House Science Council who helped persuade Mr. Reagan to adopt the plan; William Simon, the former secretary of the Treasury and an outside adviser to the president; Robert Keith Gray, a public relations executive with close ties to the Reagan family, and Adm. Thomas Hatward, who retired last summer as chief of naval operations.

In the week before Mr. Reagan's March 23 speech urging the nation's scientists and businesses to develop a defense system against nuclear missiles, the stock of the company, Helionetics, rose by 30 per cent, to $17.50 a share from $13.50, according to the National Association of Securities Dealers.

There is no public record of who bought and sold Helionetics stock in the period before the President's speech.
Bernard Katz, principal shareholder in Helionetics, siad he had no advance knowledge of the President's proposal. He said it was his "understanding" that Dr. Teller was "part of," or involved in the preparation of the President's speech.
Mr. Katz said he gave Dr. Teller 40,000 shares when the physicist became a Helionetics director in October 1980.

Dr. Teller's holdings are disclosed in the comapny's public reports, although there is no mention that they were a gift.
In addition to their stock gifts and director's fees, Admiral Hayward and Dr. Teller have consulting agreements with the comapny that call for payments of $1,000 a day, according to company filings.
Mr. Gray is not mentioned in Helionetics' most recent SEC filings. Neither he nor Mr. Katz said how much stock Mr. Gray was given.

Helionetics' laser technology includes a high-powered ultraviolet laser that can be used in space-based weapons and communications and in high-speed integrated circuits, according to Jeffrey Levatter, president of the company's laser division.

Big lobbying firm helps shape U.S. foreign policy, critics say

WASHINGTON - Kuwait, overrun by Iraqi troops, desperately wants U.S. military intervention. China seeks congressional support for favorable trade status after the bloodshed at Tiananmen Square.

Where did they turn for help?

To Hill and Knowlton, a power house public relations firm with strong political connections and a sometimes-controversial list of clients.
Hill and Knowlton seems to have a finger in every Washington pie and then some.

It's clients have included: Saudi Arabia; Turkey; Angola; the Bank of Credit and Commerce International, which recently pleaded guilty to federal racketeering charges, convicted Saudi financier Adnan Khashoggi, and Maxwell Communications PLC owned by British tycoon Robert Maxwell who died in November.

Hill and Knowlton also represented, at no charge, a number of charities and foundations, such as the Alliance for a Drug Free America.

These days, in addition to the scores of big countries and companies that are clients, Hill and Knowlton is handling publicity for the controversial film "JFK" and its director, Oliver Stone.

But its biggest coup was the contract it signed with a group funded by the Kuwaiti government-in-exile in August 1990, shortly after the Iraqi invasion. The Kuwaitis paid Hill and Knowlton more than $10 million - a huge sum even by Washington lobbying standards - to mobilize congressional and public support for U.S. military action against Iraq.
The media blitz included dozens of "video news releases" of alleged Iraqi atrocities in Kuwait that were sent to television stations around the world.
In October 1990, a 15-year-old Kuwaiti girl tearfully told a televised session of the Congressional Human Rights Caucus that she saw Iraqi soldiers remove babies from hospital incubators and leave them "to die on the cold floor."

The girl, identified at the time only as Nayirah, was recently discovered to be the daughter of Kuwait's ambassador to the United States. Her testimony to Congress was arranged by Hill and Knowlton.

The incubator story was repeatedly cited by Bush and helped galvanize U.S. support for sending 500,000 troops to the Persian Gulf.

BCCI scandals ignored, panel told

WASHINGTON - Justice and Treasury department officials rebuffed strong evidence for years that the Bank of Credit and Commerce International committed widespread fraud, money laundering, drug conspiracies and other crimes, witnesses told a Senate subcommittee Thursday.

The witnesses, a former Customs Service commissioner and the former chief counsel for the subcommittee, testified that their efforts to trigger an intensive U.S. investigation into scandal-plagued BCCI in 1988 and 1989 were largely ignored even though they turned over information from secret witnesses along with documents about the bank's schemes.
"I was cut off from any information," [former customs Commissioner William] von Raab told the Senate Foreign Relations Subcommittee on Terrorism, Narcotics and International Operations, of which John Kerry, D-Mass., is chairman. "I was cut out of the BCCI investigation."

Von Raab and Jack A. Blum, who investigated BCCI's operations for the subcommittee in 1988 and 1989, blamed the federal government's failure to probe BCCI more deeply on the efforts of several Washington lobbyists who they said represented the bank's interests inside the Reagan and Bush administrations and on Capital Hill.

"Senior officials were under the impression that BCCI wasn't that bad (because) they played golf" with the insiders who were representing BCCI, von Raab said. Blum told the panel that "there was an army of people working Washington on all sides," adding that several former federal prosecutors represented the bank.

Among those working in BCCI's behalf, von Raab said, were Clark M. Clifford, a former presidential adviser, and Robert A. Altman, both top officials of First American Bankshares Inc. of Washington, which the Federal Reserve found to be secretly owned by BCCI. Others representing BCCI were Robert K. Gray, chairman and chief executive officer of Hill and Knowlton, a public relations firm, and Frank Mankiewicz, vice president of the company.

Mankiewicz denied i a written statement that Hill and Knowlton had lobbied Congress or the administration on BCCI's behalf. However, in a telephone interview, Mankiewicz acknowledged that his firm had done public relations and media work on BCCI's behalf in New York and London. He also said Hill and Knowlton had represented First American Bankshares before Congress.

It sounds more like the script to a soap opera than occurences at an institution of higher learning. In the past two years, though, the University has been plagued with scandals in its greek system and most recently, the athletic department, which revealed possible NCAA violations in April.

The University's image has taken its fair share of negative press from Operation Equinox in March of 1991 - which made national news - the stripping incident at Phi Kappa Sigma fraternity last fall, the suspension of Alpha Phi Alpha fraternity under a cloud of hazing allegations and the ongoing NCAA inquiry into athletic loans.
The University recently hired Morrison and Tyson to handle media relations in light of the NCAA inquiry.
The University has not gone unscathed, however, and contracted Hill and Knowlton, an international public relations firm, when it needed help in the wake of the national publicity fallout from the Operation Equinox drug raids.

Jim O'Brien, a consultant with Hill and Knowlton, said such scandals are "an administrative nightmare. It's difficult to work with a university - you work in a fishbowl."

Sheila Tate's Pay Cut

It took Hill and Knowlton CEO Robert Dilenschneider to pointedly remind a Bush-for-president staffer that the huge public relations firm could not legally continue paying Sheila Tate while she took a leave of absence to work as the vice president's campaign press secretary.

Lawyers at Hill and Knowlton were surprised that the Bush campaign seemed unaware that keeping Tate on the payroll would amount to an "in-kind" contribution to Bush, illegal for a corporation and limited to $1,000 for an individual.

Bush's campaign, strapped for pre-convention funds, is paying Tate $5,000 a month, a pittance of her $200,000 a year salary at the P.R. firm. One source told us the Bush campaign may have been looking for some way for Hill and Knowlton to pick up the tab, but Bush aides denied any such intention. Had such an arrangement been consummated and then leaked, it would have become an instant scandal.

Outsider Captivates Washington Society

When Steven Martindale's folks recently visited here from Pocatello, Idaho, they ate lunch at the White House and a U.S. senator and a foreign ambassador threw parties for them.
Steve Martindale?

The 34-year-old unmarried Republican lawyer who has never held elective office and manges to thrive during a Democratic administration?

The handsome young Mormon who came unknown to Washington and became a kind of male Perle Mesta, known for the Very Important People who come to his parties?

The man who calls Elizabeth Taylor "Liz" and dances in London with Canada's Margaret Trudeau and has autographed pictures of men like Jimmy Cater and Nelson Rockefeller on his office walls?
Martindale has been fascinating Washington all through the 1970s - even before The Washington Post in 1974 ran a 7,000-word article trying to figure out why important people went to his parties.

The article concluded he more or less began by volunteering to have a party for Beatle John Lennon and his wife Yoko in 1972 when they were trying to interest official Washington in letting them stay together in this country.

Then he threw a borthday party for Joan Braden, a Nixon-appointee with a well-paying State Department job in the Carter administration and whose life with eight children is the basis for the popular television program "Eight is Enough."

Finally the article concluded, he would tell people like Alice Roosevelt Longworth that Henry Kissinger was coming to a party and also mention to Kissinger that Mrs. Longworth was coming. Thus, both would show up along with a lot of the other prominent people.
Partly because of the people he kept meeting, he got a job as a lobbyist with Hill and Knowlton, prestigious public relations firm.

Now he owns part of a well-established 12-member law firm which handles not just divorces and tax matters but represents VIPs who are trying to sell books to the movies or get their international business affairs straightened out. He travels frequently to New York, London, Paris and Rome.

He gives his "evenings" in an elegant Victorian house in Georgetown which he bought along with another man and which is now worth several hundred thousand dollars. The cooking these days is done less by himself and more by a tenant who is a Cordon Bleu cook.

Part of the Martindale strategy seems to be getting into situations where he can say yes.
Yes, he said, he would be on an executive committee of the board of Save the Children Foundation with anthropologist Margaret Mead.

Yes, he said, he would be a trustee of an art school in New York.

An elderly woman who has been invited to his parties says: "I'm just another old lady who can't offer him anything. But he is particularly sweet to me. Everybody knows him and he knows everybody."

She added: "He seems very open but - he's really a pretty private person. I think he's a climber but he's so smart. He's always improving himself."

How a PR chief provided cover for Australian spies

Australian spies worked in South-East Asia under cover provided by the "king" of Australian public relations, Mr Eric White.

The agents were recruited and trained by the Australian Secret Intelligence Service, whereupon they were assigned to Mr White, who sent them to Asian cities as representatives of his firm, Eric White Associates.

This arrangement operated from the late 1960s well into the time of the Whitlam Government (1972-750 before it was ended. The Bangkok office of Eric White Associates, opened in 1968, was established specifically as cover for ASIS intelligence-gathering.

Through this period, the company also maintained offices in Kuala Lumpar, Hong Kong and Singapore.
ASIS equipped the spies with cameras and dark-room equipment, tape recorders, codes and materials for invisible writing. They were given a "post box" - a person with ASIS connections in Australia, with whom they would maintain a correspondence which would provide the vehicle for the transmission of secret messages. These messages would either be in invisible writing or in a microdot concealed, for instance, in the corner of a colour slide.
Eric White, 74, founded his firm in 1947, when the business of public relations had hardly been heard of in Australia. He had been employed before that as head of publicity for the Liberal Party, a job in shich he worked closely with Robert Menzies. Mr White was a friend of Bill Robertson, an ASIS official who was present at the founding of the service in 1952 and who rose to become its chief in 1968 before being sacked by Mr Whitlam in 1975.

Eric White Associates quickly prospered, and became known for its work in governmental relations. In a newspaper interview in 1968, Mr White said his firm did a lot of work with government on behalf of business. "We don;t do lobbying," he said. "We advise a client on how to put a case and we make introductions, but we won't put a case ourselves."

Mr White, with his top-level contacts in the Governments of Menzies and his Liberal Party successors, was splendidly placed to "make introductions".

Eric White Associates spawned many imitators, often staffed by former Eric White employees. In the middle 1970s, it became part of Hill and Knowlton, the giant US public relations and publishing group.

Mr White retired in 1986, devoting himself to oyster farming on the NSW mid-North Coast. He was succeeded as chairman of Eric White Associates by his long-standing friend and deputy, Mr Frank Hamilton, a former press secretary to the Country (now National) Party leader, John "Black Jack" McEwen.

Why an intriguing oyster remained tightly shut for many years

There is a delicious irony in the occupation Eric White chose for his retirement - oyster farming - for his intelligence connections have come to light due to an oyster hunter.

Oyster is the title of the book on ASIS that Brian Toohey wrote with William Pinwill and which is published this week. It is a code-word that appears on many ASIS documents, documents that have a habit of falling into Toohey's hands.

Soul searching

This column does not normally note the adventures of the flack industry., since it gets regular ringing pains in the inner ear from stories about hot scoops that turn out to have all the potential of a split ice cream.

But the recent ructions at Eric White and Associates are a story in themselves.

The company has just registered its new name, Hill and Knowlton, after two months in which the staff had to answer the phone with the mouthful "Hill and Knowlton, formerly Eric White and Associates". An odd oversight for a group specialising in corporate image.

The big American outfit bought in more than 10 years ago but kept its name off the door until the recent retirement of the company's founder, PR whizz Eric White.

Staff have been leaving steadily in recent months and the chiefs called for an incentive plan to stop the rot.

CBD understands the scheme arrived at was a tontine, whereby a kitty was established and whoever stayed the longest kept it. The jackpot reportedly is growing nicely.

Most unusual of the recent dramas, however, was a compulsory videotape session whose recording was sent off to the Hill and Knowlton headquarters in the US.

The half dozen remaining staff were asked to speak among themselves on the subject of "integrity" and what it meant to them. Having bared their shell-shocked souls they now are waiting earnestly to find out what it all means.

The puppet masters continue to pull the world's strings thinking that they have the intellect and moral high ground to do so. In some ways, they are right. Social engineering and invisible slavery do in fact keep an otherwise hostile populous from revolting and creating societal discord. Yet, the saying "absolute power corrupts absolutely" rings true for these elite social puppeteers. They engage in all sorts of debauchery and evil, hidden from a mostly clueless public and the hand of justice.
