"There were allegations made by several people that named politicians had been involved but I never had a chance to investigate them because I was moved before I could do so."

Former Labour councillor Anna Tapsell says she was visited by a police chief to 'warn her off'' after she raised concerns that police would not ­properly investigate pedophile rings in children's care homes.

Anna Tapsell, a chairwoman of Lambeth’s social services committee, has ­highlighted sexual abuse of children in Lambeth's care for more than twenty years.

"I was aware of allegations about an MP and the Met's failure to act on those allegations and its apparent desire to silence those who called for them to be investigated fully was deeply shocking to me.

"Council employees who tried to expose staff they suspected of sexual abuse were sidelined and ignored."

After Clive Driscoll's removal, Anna Tapsell told how she raised fears about the depth of the investigation  during a meeting of the Community Police Consultative Group.

She says that a high-ranking officer later arrived at her home.

AnnaTapsell says: "I doubt whether I was the only person to be visited by a senior police officer in an attempt to warn me off.

"I had cast doubt on the Met’s ­inclination to get to the bottom of the paedophile activity within Lambeth’s care system...

"I have found the minutes of that meeting in the archives ofLambeth’s Community Police Consultative Group but no mention is made of the high-ranking officer’s contribution and the tape recording is also missing."

The police did trace 200 victims between 1998 to 2003.

There were only three convictions.

A total of 19 suspects were never identified.

In 1994, Tapsell told a judge that Carroll was 'protected' by Lambeth social ­services bosses along with paedophile Les Paul who worked in South Vale.

According to Anna Tapsell: "I have no doubt Angell Road may have been used for organised child abuse which involved adults other than staff.

"This view is reinforced by the strong investment that officers and politicians have in blocking any effective investigation.”

Clare Whelan, a Lambeth Tory councillor since 1990, claims she was repeatedly ignored by police when she tried to highlight the Carroll case.

Special guests including an airline pilot, fire fighter and a former Mayor of London were on hand in Kilburn to offer career tips to school pupils.

The pupils, all in their final year of Christ Church CofE Primary School in Clarence Road, were visited by a team of guests who have all enjoyed successful and varied careers.

Among the guests to the school, in Clarence Road, included Gill Wood, a BBC broadcaster, Simon Wood, a pilot with British Airways and former Mayor of London and Cricklewood resident Ken Livingston.

The pupils were given a chance to move between desks and chat to the guests about their chosen careers.

The visit was arranged as all the pupils prepare to leave the school and move onto secondary education.

BA pilot Simon Wood accused of abusing children visited Brent school twice shortly before he was charged

A British Airways pilot who was found dead after he was accused of child abuse offences met pupils during two visits to a school in Brent shortly before he was charged.

First Officer Simon Wood, 54, paid his first trip to Christ Church CofE Primary School in Clarence Road, Kilburn, in March to introduce them to the Kidzone Kenya project he was involved with.

He later made a second visit in June where he gave a talk to year seven pupils about his career.

The following month Wood from Potters Bar, Hertfordshire, is claimed to have used his position to target scores of children in African schools and orphanages and is alleged to have molested youngsters during stopovers in Kenya after claiming he was carrying out charity work for the airline.

He has not been accused of any wrong doing during his visit to the school which also included talks by Gill Wood and former Mayor of London and Cricklewood resident Ken Livingston.

Wood was due to appear at Southwark Crown Court last Friday charged with one count of indecent assault of a girl under 16, two counts of making indecent photographs of a child and one count of possessing indecent images of a child, Scotland Yard said.

He was found dead on August 18 after being struck by a train.

A spokesman for the school said: “Simon Wood was introduced to the school as a representative from the charity Kidzone Kenya. He visited the school twice - in March this year to introduce the Kidzone Kenya project and in June and at no time was he left alone with any of our children or unsupervised when he visited on either occasion. We are confident that at no time was the safety of our children compromised.

Peter Benjamin Mandelson, Baron Mandelson PC (born 21 October 1953) is a British Labour Party politician and President of the international think tank Policy Network. He was the Member of Parliament (MP) for Hartlepool from 1992 to 2004, and served in a number of Cabinet positions under Prime Ministers Tony Blair and Gordon Brown. He was also the European Commissioner for Trade between 2004 and 2008.

On his mother's side, he is the grandson of Margaret (Kent) and Herbert Morrison, the London County Council leader and Labour cabinet minister. He was educated at Hendon County Grammar School from 1965–72. In 1966 he appeared on stage with the local amateur theatre group, the Hampstead Garden Suburb Dramatic Society as the eponymous lead in The Winslow Boy.

As chair of the BYC, he was a delegate in 1978 to the Soviet-organised World Festival of Youth and Students in Havana, Cuba, where with several future Labour cabinet colleagues, he with Hilary Barnard, future IUSY President, and Trevor Phillips successfully frustrated agreement on a distorted Soviet text on youth in the capitalist countries.

In his teenage years, he was also a member of the Young Communist League. but was a member of the Oxford University Labour Club delegation to the December 1975 NOLS Conference when the entryist Trotskyist Militant tendency lost control of NOLS. He was elected to Lambeth Borough Council in September 1979, but retired in 1982, disillusioned with the state of Labour politics.

Lord Mandelson yesterday maintained his silence over the extent of his contact with disgraced financier Jeffrey Epstein.

The former Business Secretary did not respond to questions about why the convicted paedophile’s ‘little black book’ featured ten entries for him and his partner Reinaldo da Silva.

The online contacts book had 16 numbers for Prince Andrew and home numbers for politicians including Lord Heseltine and former Northern Ireland Secretary Shaun Woodward. There were also details of girls working at massage parlours.

Epstein had assembled a powerful network of contacts encompassing the worlds of politics, business, royalty and celebrity and even Bill Clinton.

The inclusion of Lord Mandelson and an office address for Tony Blair has raised questions about the extent of his relationship with the Labour government.

But last night – some 48 hours after the link between Epstein and Lord Mandelson emerged – the former Labour spin doctor was still refusing to comment about his dealings with the disgraced billionaire.

Virginia Roberts, the teenage masseuse allegedly recruited as a ‘sex slave’ for Epstein, said she remembered seeing Lord Mandelson at the financier’s townhouse in New York.

She told the Mail on Sunday: ‘I never heard of Jeffrey knowing Tony Blair, but he did know Peter Mandelson.

‘I remember him being at the house in New York and I was introduced to him at a dinner party. He and Jeffrey talked business together. I assumed they were in business together. I was never asked to give him [Mandelson] a massage.’

The Duke of York stayed at the townhouse, just off Central Park, for four days before Christmas.

He and Lord Mandelson have worked together in the past because of the duke’s role as a special representative for international trade and investment, part of the peer’s then portfolio as business secretary. The former MP was also an EU commissioner for Trade.

The two men have a close mutual friend, the Kazakh socialite and businesswoman Goga Ashkenazi, and both attended her 30th birthday party in February last year.Lord Mandelson was also hired to speak at two events organised by a stock company owned by the Kazakh government and effectively run by the President’s son-in-law, Timur Kulibayev.

Mr Kulibayev bought Prince Andrew’s former marital home, Sunninghill, three years ago for £15million – £3million above the asking price.

The entries in Epstein’s contacts book for Lord Mandelson included direct lines, home numbers, an email address and a fax and mobile number for Mr da Silva. Many are now out of date.That the entry for Mr Blair was only an office address suggests the two men had few, if any, dealings.

Lord Heseltine said last night that he did not remember ever meeting Epstein or having any contact with him. Mr Woodward was unavailable for comment.

A printout of Epstein’s online contacts book was subpoenaed for use in a civil case against him. It includes numbers for massage businesses in Britain, France, the Virgin Islands and the U.S.

Lambeth launches abuse inquiry

AN URGENT inquiry is being launched today to examine alarming and wide-ranging allegations of child abuse in care homes in south London. The inquiry is being carried out by Lambeth Borough Council and will focus at first on the revelation that a young boy was raped at one of the borough's care homes by a residential worker who later died of an Aids-related illness.

The child, who cannot be identified, was six years old at the time of the attack, which took place 11 years ago at the Angell Road Children's Home in Brixton.

The home has since closed down as part of Lambeth's drive to replace such establishments with foster parents, private and voluntary care homes.

Lambeth Council admitted yesterday that it expected many more incidents of abuse relating to its homes to come to light during the inquiry, which could take up to two years to complete.

"It is impossible to say how many children were involved but it could be an awful lot," said a spokeswoman. She said people would only know the true extent of the damage done when the inquiry reported its findings. In a statement the council added that it was "absolutely determined to uncover any abuse that took place in the past".

The leader of the inquiry will be announced today and the early part of the proceedings will focus on the abuse at the Angell Road home. The victim is now 17 and has made statements to the police. His mother is reported as saying he has refused to take a blood test to establish whether he has contracted the Aids virus. She could not be contacted yesterday.

The abuser has been named as Steve Forrest, a residential social worker who died in 1992 after contracting HIV. He certainly had contact with many other children and the council fears he may have abused them too.

A former child protection social worker in Lambeth who remembered the Angell Road home spoke to The Independent yesterday and described conditions there and in other homes now closed.

"They were horrifying places. You never knew who was doing the abuse but there was always someone involved. For some kids once they got to the children's home they were in trouble," he said.

"I understand Lambeth have done a lot recently to improve matters by getting rid of these homes."

Lambeth closed all its homes in 1994. If the Lambeth inquiry does reveal a substantial history of abuse in the borough's care homes, it will be another area to shade in on the darkening map of child abuse in the UK.

Officer Clive Driscoll's story is very similar to that of Police Services Officer Perry Dunlop, whose career was ruined after he undertook to seriously investigate widespread child abuse allegations implicating prominent personages in Cornwall, Ontario, Canada. by the end of his final year at Oxford University, in 1976, Mandelson had become Chair of British Youth Council. The British Youth Council began as the British section of the World Assembly of Youth, which was set up and financed by MI6 and then taken over by the CIA in the 1950s, created to combat the Soviet Union's youth fronts. By Mandelson's time in the mid1970s under a Labour government be it noted the British Youth Council was said to be financed by the Foreign Office, though that may be a euphemism for MI6, the British secret intelligence service. In 1977 Mandelson and one Charles Clarke, another familiar name, then head of the British National Union of Students, put together a delegation from the UK to attend the 1978 World Festival of Youth. The World Festival of Youth meetings were great cold war jamborees at which the opposing blocs put forward propaganda at the Third World. Charles Clarke, head of the NUS in 1977, and chosen to fly the flag for Britain in Cuba, became Neil Kinnock's chief gatekeeper. Peter Mandelson, we were told in 1995 by Donald McIntyre in the Independent, is 'a pillar of the two bluechip foreign affairs thinktanks, Ditchley Park and Chatham House'.


The British Youth council was funded by the Foreign and Commonwealth Office. In 1994 its grant was stopped and in 1999 the BYC wrote to the FCO to reinstate it:
A significant area of BYC's work since its creation in 1948 by the Foreign and Commonwealth Office, has been representing the UK internationally on youth issues and building relations with other national youth councils in the spirit of co-operation and understanding. To undertake this huge and increasingly important area of work BYC received a small annual grant from the FCO. Unfortunately the previous Government withdrew our international funding in 1994, which decimated our ability to participate in international youth fora, exchanges, training and lobbying. This not only wiped out BYC's international expertise as the first youth led national youth council, but also severely damaged the UK's reputation internationally by preventing the UK from being represented at European, Commonwealth and United Nations Youth Assemblies. We are very keen to turn this situation around and are looking to the Foreign Office to reinstate funding for our international work. Our previous grant was £42,000 per year, and enabled us to achieve enormous results. I am aware of the enormous assistance you have given the British Youth Council in the past, and would be very grateful if you felt able to assist us in this matter. Perhaps you could advise on how we could best go about securing Foreign Office support?[

a gawky figure in shorts, long woolly socks and a woggle. He went on camps, and later recalled that he was always sad when the week under canvas came to an end. Always one to be out in front, he graduated to be leader of his 'six' in leafy Hampstead Garden Suburb.

But there was something nasty going on in his cub scout troop. Many of the boys, then aged around 10, were subject to sexual abuse by a scoutmaster, who was twice their age. One fellow cub scout, who knew Mandelson from the age of 5, said the scoutmaster used to sit them on his knee while he masturbated. The boys talked about it among themselves, and one finally plucked up the courage to tell his parents. They in turn informed other parents. These were different, less abuse-conscious days. The parents decided not to call in the police, but to report the abusive group leader to the scouting authorities. They investigated, and removed the abuser; there was no prosecution.

Mandelson 's fellow-scouter, who asked not to be identified, was abused over a period of months in this way. He believes that Mandelson was drawn into the web of abuse. 'We were both victims of the same perpetrator of sexual abuse,' he told me. 'It happened to me, and it happened to him.'2 However, Mandelson himself has never made any reference to such an experience, which is not surprising, given his blanket refusal to discuss the sexual side of his life.

The first real political scandal in which Mandelson was involved, played out in the mid 1970s, still reverberates today. Mandy joined the Young Communist League - and possibly the parent Communist Party of Great Britain - in his late teens, and took part in a Soviet-dominated World Festival of Youth in Havana, Cuba, in 1978.
