The experts are telling us it's one per cent of adult men are 'paedophiles' (sexually attracted to pre pubescent children)... in the UK I suspect it's higher.
Not everyone who abuse children (even sexually) is classed as a paedophile.
Not every 'paedophile' abuses children.
We can't arrest our way out of this EPIDEMIC... society has to change.
More awareness as to what it is, in all forms, at all levels of society... we need real psychiatrists (with no agenda) to analyse what has happened in our society.
A good argument can be made that individuals that are sexually attracted to children but have never acted upon those impulses should be able to seek help... but viewing online child porn does fuel an industry, and that child, wherever in the world, has suffered.

Roman Catholic spiritual figure Thomas Merton - another political assassination in the same year as Martin Luther King?
In an earlier generation there was a famous Roman Catholic monk, author and anti-war activist, Thomas Merton (1915-68), author of the 1948 best-seller 'The Seven Storey Mountain' and other books, and eventually becoming a leading anti-war spiritual figure in the 1960s.
Merton was in part a 'truther' - "The very thoughts of a person like me are crimes against the state. All I have to do is think: and immediately I become guilty," Merton wrote in 'A Signed Confession of Crimes Against the State'.
A major anti-war figure, Merton died suspiciously in Thailand on 10 December 1968, allegedly being electrocuted by a fan after a shower, and the US Embassy and military quickly took charge of his corpse.
Photos of Merton as he was found by a Filpino cleric, have never been allowed to be made public.
Hugh Turley & David Martin have written a book saying that the evidence makes it virtually certain Merton was political assassinated with the help of corrupt agents within the Vatican religious institutions, who can be seen as aiding the CIA etc.
The Irish Times, on the other hand, suggest Merton's death was a suicide, driven in part by Merton's torment, at his being a Roman Catholic monk in his 50s in age, having a sexual affair with a 19-year-old nurse, Margie Smith, whose later marriage to someone else tormented Merton.
Merton's books and popularity had made his monastery rich.
