I'm not quite sure where there should 'be fury' at council leaders earning 'over £100,000'. Is there fury at 'business leaders' earning over £1m? If people want CEOs of councils on £40k (a starting salary for a 22 year old graduate in London), then expect to get incompetent monkeys.
Obviously, if council leaders fail to do their jobs competently, then 'something must be done'. But the problem is not the salary, it's the person filling the position.
