The implication of that article, if true, is that widespread financial fraud is occurring. Where is the budget for FDA testing going? All the equipment, the staff, the testing, the administration etc? That's going to run into millions upon millions of dollars. Where is it going? Whose bank accounts does it end up in????

You should be more concerned about the budget of NASA. Billions of dollars over decades for cartoon graphics and fake space missions.
The National Association of Space Actors is the gift that keeps on giving. The FDA seems like good value for money by comparison.
