Problem is that the children who bully never have their lives blighted in the way that the bullied do. Bullies are in fact admired in the corporate world, they can 'stand up for themselves', you know.
If you want things to change, the first thing to do is to seriously bully the bullies back - adult beating up a child bully is as unfair as a child bully beating up a blameless less strong child. Make the parents of the bully watch a grown man beat up their son or daughter. Tie them up as they are forced to watch, so they can do absolutely nothing to defend their child. Let them experience outrage, anger, rage and more. And don't give them any sympathy whatsoever....
Two days later: ask them if their child got what they deserved.
