Of course it is an act of war. Retribution will come the way of both Ukraine AND the USA, although how the latter will be carried out will be chosen carefully, as Russia does not wish to initiate WWIII with nutcases in Washington. So they may find a few of their bases in Eastern Europe have their air strips cratered so planes can't take off any more....
