This is part of the drive to remove power from Holyrood. Holyrood have no control over what powers are given to them or taken from them, they are unable to give power to local authorities. Westminster can, and has already promised to do so. The Labour Party in Scotland is particularly irritated by the fact they can't put council tax up. Council Tax was frozen in Scotland some years ago and additional funds were given by Holyrood to help local authorities get through this. The idea was to help ease the burden on workers whose pay was either cut or has remained static for a number of years. Westminster wants to remove power from Holyrood to prevent any further thoughts of independence in future in the event of a NO vote. The Scottish Labour Party would like to see a return to the days of Regional Councils where they held all the power and meetings were behind closed doors. Many loyal Labour voters are realising what has happened, their own trusted Labour has done a deal with the Devil for more and continuing power rather than what's best for their constituents. If Scotland votes NO, this will go through, this will actually mean that the Scottish Parliament has LESS power than before. Only the ability to make itself less competitive and more indebted are on offer, and as a prospective future PM Boris Johnson has said he can't understand why ANY additional powers should be given. Be wary of Westminster bearing gifts, its a trap...

I know you are pro Indy Aangirfan, but please do not be fooled by this.
Decentralisation is an admirable aim, but this is merely designed to denude the Scottish Parliament of power.
Westminster already pulled powers back from the Scottish Parliament last year, but you would struggle to read about it in the media.
They didn't even have the balls to debate it in the Commons. The House of Lords tacked the legislation onto an energy Bill they were discussing and hey presto, Scotland loses some devolved powers.
We must vote yes Scotland!
