Dr. D. Ewen Cameron is "the closest I've come to a real-life version of the archetypal mad scientist."
The speaker is U.S. investigative reporter John Marks, who obtained documents in 1977 showing the Central Intelligence Agency (CIA) funded brainwashing research in the 1950s by Cameron who was director of McGill University's Allan Memorial Institute at the time.
Marks' disclosure resulted in a radical reassessment of Cameron's work and unalterably changed his image in the Montreal scientific community.
It also led to the recent revelation that at least one woman died during mind-control treatment ordered by Cameron at the Allan.
Nine other Canadians treated by Cameron during his two decades at the helm of the Allan are suing the CIA for $1 million each in Washington, D.C.

His titles during that period included the presidencies of the Canadian Psychiatric Association, the American Psychiatric Association, the African Psychopathological Association and the World Psychiatric Association.
His frequent speeches, including advice on how to raise children and live better, received extensive coverage and led to public clashes over morality with at least one religious leader.
Part of Cameron's appeal to the CIA may have been his strong anti-Communism and his lack of qualms about morality, handy when experimenting on psychiatric patients for intelligence purposes.
In one speech, he said those who turn to communism "have found, in its collectivism, an escape from anxiety."
Western society, obsessed with moral behavior, is prone to feelings of anxiety and guilt, Cameron said, adding these feelings have been "seized upon by our enemies."
In 1951, Cameron said the "moralistic" attitude of most men towards human behavior was a serious handicap in the struggle of the Western world against communism.
He criticized those with "a rigid, and in these changing times, hardly workable code of behavior."
Cameron's comments drew fire from John Dixon, Montreal's Anglican bishop, who said the psychiatrist's position was "fundamentally atheistic" and a denial of God's existence.
His attacks on the Church extended to raising children, which he said was inadequately handled by the home, school and church combination. He said social science should replace the Church in shaping "the personality structure of the future."
He warned in 1946 that the world had to guard itself against future conspiracies by evil men. Ironically, one method he suggested was to give more power to social scientists who "have not yet been tied to the main drives of our society."

Cameron loved to tell a story to audiences about the practical joker who sent unsigned telegrams to 200 prominent inhabitants of a small town, saying: "All is discovered, fly at once."
He said a surprising number of those receiving the telegrams left town, revealing "the deep reservoir of guilt" in most groups.
Ewen Cameron was born in Scotland in 1901, son of a Presbyterian minister. He was competitive, becoming a runner and rugger player while studying medicine at the University of Glasgow. He worked at the Glasgow Royal Mental Hospital, then at Johns Hopkins Hospital in Baltimore, Maryland.
He joined the staff of Manitoba's Brandon Mental Hospital in 1929 and stayed until 1936, breaking new ground by setting up mobile clinics.
He worked as a senior research psychiatrist, then director of research, at Worcester State Hospital in Massachusetts between 1936 and 1938, before moving on to Albany Medical College in Albany, N.Y., in 1938. He was Albany's chief neurologist and psychiatrist.
During the Second World War, Cameron became active in the U.S. war effort, working as a member of a special New York-based committee of sociologists, psychologists, psychiatrists and cultural anthropologists who studied German society and culture to determine how to destroy Nazi culture. [Ha! Ha!] The committee was set up by the Joint Committee on Post-War Planning.
In 1941, he became a member of the Military Mobilization Committee of the American Psychiatric Association. He began publishing scientific articles on such topics as Mass Hysteria in a War Situation, the Mechanics of Civilian Morale and Wartime Pressures.

In a speech two months before the German surrender in May, 1945, Cameron summed up the work of the New York committee by saying: "If we destroy the Gestapo and the SS formations, we shall simply be tearing a limb off a starfish, the creature will recreate itself. [Hail! Hydra!]
"We have to plan measures to deal with the whole of the German people." [Monkey see; Monkey do.]
In words reminiscent of his later work on "depatterning" or brainwashing, Cameron said that plans to eliminate Nazism made it necessary to have "a fundamental transformation of the existing cultural organization."
He also suggested public support could be achieved for a proposal to send large numbers of German people to rebuild devastated areas outside their country, with "the indirect but ultimate result" of reducing the total population of Germany.
The work of transforming German culture would be a continuation of the military offensive. "As far as Germany is concerned we cannot consider that the struggle will have ceased for long after the last shots have been fired."
When the Germans surrendered, Cameron warned the Allies not to go "soft on peace" because of deep-seated feelings of guilt about winning the war.
He said the New York committee concluded that to avoid future "barbarism" by Germany, it was necessary to "maintain a determined attack on the problem of Germany and to employ every resource available to effect a gradual and lasting change in the German character."
In 1946, although he was based in Montreal, Cameron was chosen as a member of the U.S. delegation on the Allied psychiatric board. Representing Britain on the board were the chief consultant psychiatrist to London's War Office as well as the chief consultant neurologist.

He first attracted public attention in Montreal in December, 1945, after he returned from Nuremberg where he examined Rudolph Hess and declared that he was not insane.
After interviewing Hess, Cameron flew back to New York and Montreal newspapers reported that he "checked in" at the Pentagon in Washington, with the Office of the Chief of Counsel, a department that reported directly to President Harry Truman.

In 1949, he said it was necessary to change how people lived to curb the "alarming" number of breakdowns.
One way was by "making it a public health offence for individuals and institutions to attempt to build up unnecessary feelings of guilt and anxiety in people and put and end to shame over sexual behavior."
He called for the prevention of people with damaged and unstable personalities from having contact with children.
Control of students' minds by teachers also fascinated him.
"Those who control child thought control the future," he said in a 1946 speech.
He was a believer in courtesy, saying that hostility is obvious in the intimate daily dealings of people with each other, where much of the friendliness and many of the courtesies of life were vanishing.
As for eradicating what he saw as a plague of hostility, Cameron suggested stopping the production of hordes of hostile people through protecting children against exposure to unstable parents. Parents who make their children anxious are committing "a crime against humanity," he said.
He also recommended censoring the media, for example, by removing such hostile words as "bans" and "blocks" from a report on a United Nations meeting.
As for his own scientific inspiration, Cameron talked of ideas coming to the mind "as unheralded angels in the middle of the night." The Washington suits contend that some of his angels are still causing nightmares for his victims.
Cameron had advice for everybody. He told older people they should "shy away from competitive recreation," while businessmen should concentrate on accomplishing something in the next hour rather than thinking a week ahead. In his usual upbeat fashion, Cameron said this would lead to "a fatigue-free future."
He warned people against being neat, precise and making a point of being on time, saying this led to mental fatigue.
He wrote a book called Life is For Living, published in 1948, with chapters on Growing Old, Work, Other People and, of course, Guilt.
As for parents' use of punishment, Cameron said "the sound of the parental slipper can still be heard at the bedtime hour, but it is a lot rarer than it used to be."
He said anxiety and guilt should not be used as a means of social control "as pain was at the time of the Spanish Inquisition and in the hands of the Nazis, to wreck, to distort and to destroy people."

Psychiatry Course Planned by McGill
Dr. D. Ewan Cameron to Head Department and Institute of Psychiatry at Royal Victoria
A new tribute to Montreal's reputation as a medical centre came yesterday with the announcement from Dr. F. Cyril James, principal and vice-chancellor of McGill University, that a department of psychiatry was to be created at the university and that an institute of psychiatry was to be opened in connection with the Royal Victoria Hospital. Dr. James also announced the appointment of Dr. D. Ewan Cameron, of Albany Medical College, as the first McGill professor of psychiatry and director of the institute, which is to be known as the Allan Memorial Institute of Psychiatry.
The new institute will be housed in Ravenscrag, given some months ago to the Royal Victoria Hospital by Sir Montagu Allan. The finances will be taken care of by a grant from the Rockefeller Foundation in New York of a sum of $150,000 spread over five years, and given to McGill University to cover the costs of psychiatric teaching and research during the initial period, and also by a grant from the Government to the Province of Quebec of $30,000 a year for 20 years to the Royal Victoria Hospital as a contribution to the hospitalization costs that will be incurred in connection with the operation of the institute as a 50-bed unit. The cost of converting Ravenscrag into a hospital has been taken care of by a gift of $40,000 from J. W. McConnell.

Through the agency of the recently-formed Joint Hospital Committee, the detailed relationships of the Allan Memorial Institute to the Verdun Protestant Hospital and the Montreal General Hospital were carefully worked out "with the enthusiastic support of all parties in such a way that a maximum benefit would result to each cooperating institution."
Dr. Cameron, who will be McGill's professor of psychiatry, was born in Scotland in 1901, and received his degrees of M.B., C.B., from the University of Glasgow in 1924. In 1938 he was awarded an M.D. with distinction, but the same university, and has received his licence to practise in Great Britain, Canada and the State of New York. He holds the certificate of the American Board of Psychiatry and Neurology.
Beginning his professional career in the Glasgow Western Infirmary, in 1924, he subsequently joined the staff of the Glasgow Royal Montreal Mental Hospital where he served for several years before coming to the United States as assistant psychiatrist at the Phipps Clinic, John Hopkins Hospital. He held a Henderson Research Scholarship at John Hopkins for two years and then ***went to study under Prof Adolf Meier, at Zurich***, later coming to Canada as physician in charge of the reception unit at the Brandon Mental Hospital in Manitoba. rom 1931 to 1936 Dr. Cameron was responsible for the entire organization of the mental health work in the western part of Manitoba, establishing a clinic in Brandon and in nine other centres in outlying areas.

Psychiatry Course Planned by McGill
In 1926 Dr. Cameron went to the Worcester State Hospital as senior research psychiatrist, becoming resident director of research the following year. He became professor of neurology and psychiatry at the Albany Medical College, while holding the position of neurologist-in-chief and psychiatrist-in-chief at the Albany Hospital. He has also served as psychiatric consultant to the Berkshire Industrial Farm and to the Russell Sage Foundation, and has many scientific publications to his credit.
Dr. James stated that provision had been made for three more full time teachers in the department of psychiatry and that in about two years there would be probably be seven or eight men in the department. He also added that "it is hoped that the work of the department of psychiatry ... will rival in its value the outstanding contribution that has been made by the Montreal Neurological Institute to the development of Canadian medicine."

The appointment of Dr. D. Ewen Cameron, of Worcester State Hospital, Worcester, Mass., to the Faculty of the Albany Medical College as Professor of Neurology and Psychiatry, and to the staff of the Albany Hospital as neurologist and psychiatrist-in-chief, is announced from America.
Dr. Cameron, who is the elder son of the late Rev. Duncan Cameron, Kilsyth, graduated at Glasgow University in 1924. He joined the staff of Worcester State Hospital in 1936 as senior research pschiatrist in the research division, and in 1937 became resident director of that division.

'Pulse of Insanity' Probed by Doctors
Electrical Evidence Of Disease Discovered
Worcester, Mass., March 13 - Science now can obtain electrically evidence of the insanity induced by dementia praecox.
A "pulse of insanity" flowing from the brains of persons with this disease is reported at Clark University and Worcester State Hospital.
The pulse is an irregular voltage of electricity. It is reported as the first definite sign found in medical history which consistently foretells the approach of this, the worst type of insanity. It has been used to forestall relapses of insane persons under treatment.
The pulse was found by Hudson Hoagland, professor of general physiology at Clark University, and Dr. Morton A. Rubin, research associate in physiology. Cooperating was Dr. D. E. Cameron, of the research staff, Worcester State Hospital.
Picked Up by Wires
The electrical waves come from the brain cortex, or covering, in the back of the head. They are picked up by fine wires pasted to the scalp. In normal persons these waves flow about 10 a second, each wave ranging from 20 to 50 millionths of a volt, but in the insane the voltages are higher, and longer. Occasional single waves last a third of a second.
The waves, however, do not indicate that the seat of insanity lies in the back of the head. The Clark scientists report the waves are "due to excess voltages that sweep across the brain from various areas, not immediatley under the recording electrode."
Not the Cause
The excess electricity itself is not necessarily the cause of the insanity, for a similar extra electrical pulse often appears in the sleep of normal persons. This may mean, however, that the dreams of sleep and the waking "illusions" of the insane are very similar. The Clark scientists at present interpret the excess voltage of the insane as a sign of mental disorganization.
The insanity pulse has been verified on 30 human beings at the hospital with dementia praecox. Under the new "sugar shock" or insulan treatment, they showed improvement. In all, the insane electrical pulse decreased or disappeared, but of much greater importance was the fact that the pulse reappeared in advance of relapses into insanity.
"Its future use," says a clinical report on "sugar shock," "as a tool in psychiatry and neurology would appear to be very promising."

Experiments on mentally ill exposed
BOSTON - Lobotomies, steroids, electric shock and the administering of radioactive iodine were among the treatments used on mentally ill patients at state hospitals in the 1940s, 1950s and 1960s, records show.
Patients at Massachusetts Mental Health Center, Boston State Hospital and Worcester State Hospital also were treated with LSD and novocaine, according to records recently released by the Department of Mental Health.
"These guys were stabbing in the dark," said Dr. Annette Hanson, a deputy commissioner at the
State Department of Mental Health. "It sounds ludicrous, knowing what we know today, that anyone would do these things. But its hard for us to realize how primitive was the knowledge we had in those days about the brain."
Many of the tests were conducted on patients, but some involved college students, records show. Not all accounts indicate who the subjects were.
Although most of the treatments have since been discredited, some continue to be used today, such as electric shock, Hanson said.
"They didn't have much in those days. They had shock, barbituates, cold wraps, seclusion, restraints ... and prayer," she said. "They'd try anything."
The release of the hospital records comes amid a federal probe into government-sponsored radiation experiments conducted on people early in the Cold War. Some of those experiments were conducted in Massachusetts.
Just one of the studies outlined in the records released Friday involved radioactive materials. In 1952, radioactive iodine was given to 30 schizophrenic patients at Worcester State as a thyroid treatment.
At the time, thyroid conditions were believed to have a link to mental illness.

1960s radical Hoffman found dead
Mr [Abbie] Hoffman, a native of Worcester, Mass., rose to prominence with the Chicago Seven, a group of radicals who stood trial on charges of conspiring to disrupt the 1968 Democratic national convention in Chicago.

He received a bachelor's degree in psychology from cBrandeis University in Waltham, Mass., in 1959 and his master's degree from the University of California at Berkeley in 1960.
Mr. Hoffman returned to the Worcester area in the early 1960s and began working in the psychology department at Worcester State Hospital.
His activist roots can be traced to Worcester, where he was a chairman of the Friends of Student Nonviolent Coordinating Committee, vice chairman of the Congress of Racial Equality, and joined in a number of protests.
Mr. Hoffman started the loosely organized Yippie movement, or Youth International party, in 1968 to bring together radicals to protest the government and the Vietnam War.
Mr. Hoffman also was instrumental in the student uprising at Columbia University in New York City in April, 1968.

Author of Nuremberg Code dies
NEWTON, Mass. - Dr Leo Alexander, a psychiatrist and neurologist who wrote the Nuremberg Code after World War II that established moral, ethical and legal principles relating to experiments on humans, has died at 79.
Alexander, who lived in Newton, died of cancer Saturday at Weston Manor Nursing Home.
As medical investigator for former Secretary of War Robert P. Paterson and an aide to the chief counsel at the Nuremberg war crimes trials, ALexander wrote the code after studying the actions of German SS troops and concentration camp guards.
He said they were "on the whole meek and overpolite fellows who committed inhuman crimes because they found themselves suspect by their superiors."
Alexander received his medical degree from the University of Vienna in Austria in 1929 and served his internship and residency in psychiatry at the University of Frankfurt in Germany.
He came to the United States in 1933, holding positions at Worcester State Hospital, Boston City Hospital, Harvard Medical School and Boston State Hospital before becoming associate professor of neuropsychiatry at Duke University Medical School in North Carolina in 1941.
He arranged for treatment in Boston, Chicago and New York for about 40 Polish concentration camp victims who were crippled by injections of gas gangene by Dr. Josef Mengele. Alexander treated some of them psychiatrically.
He served as a consultant to the Boston Police Department in the 1950s and 1960s and was credited with helping solve the case of the Boston Strangler, the late Albert H. DeSalvo, by hypnotizing one of his victims.
A research team at the Multiple Sclerosis Center at Boston State Hospital found early clues to the cause of the disease while he directed the center, and his studies were credited with early understanding of Parkinson's Disease and Wernicke's Syndrome.
He had been an assistant clinical professor of psychiatry at Tufts University Medical School and a staff member of Newton-Wellesley Hospital, St. Elizabeth's Hospital and Bournewood Hospital.
He belonged to many professional organizations and wrote several books and 285 scientific papers.

Adolf Meyer (September 13, 1866 – March 17, 1950), was a psychiatrist who rose to prominence as the president of the American Psychiatric Association and was one of the most influential figures in psychiatry in the first half of the twentieth century. His focus on collecting detailed case histories on patients is the most prominent of his contributions; along with his insistence that patients could best be understood through consideration of their "psychobiological" life situations. He is most remembered for reframing mental disease as biopsychosocial "reaction types" rather than as biologically-specificable natural disease entitites. In 1906 he reframed dementia praecox as a "reaction type," a discordant bundle of maladaptive habits that arose as a response to biopsychosocial stressors.
Meyer received his M.D. from the University of Zürich after studying psychiatry with Auguste Forel and neuropathology with Constantin von Monakow, and subsequently began his professional career as a neuropathologist.
Unable to secure an appointment with the university, he emigrated to the United States in 1892, at first practicing neurology and teaching at the University of Chicago, where he was exposed to the ideas of the Chicago functionalists. From 1893 to 1895 he served as pathologist at the new mental hospital at Kankakee, Illinois, after which he worked at the state hospital at Worcester, Massachusetts, all the while publishing papers prolifically in neurology, neuropathology, and psychiatry. In 1902 he became director of the Pathological Institute of the New York State Hospital system (shortly afterwards given its present name, The Psychiatric Institute), where in the next few years he shaped much of American psychiatry by emphasizing the importance of keeping detailed patient records and by introducing both Emil Kraepelin's classificatory system and Sigmund Freud's ideas. While in the New York State Hospital system Meyer adopted Freud's ideas about the importance both of sexuality and of the formative influence of early rearing on the adult personality. Meyer was Professor of Psychiatry first at Cornell University from 1904 to 1909 and from 1910 to 1941 at Johns Hopkins University, where he was also Director of the Henry Phipps Psychiatric Clinic from its inception in 1913. Henry Phipps Psychiatric Service at Johns Hopkins Hospital, which in 1912 made possible the first inpatient facility in the United States for the mentally ill, was constructed as part of an acute care hospital. While he served as the director of the psychiatric department at Johns Hopkins, the first academical child psychiatry department in the world was founded by Leo Kanner in 1930 under Meyer's direction.
His principal contributions were through his ideas of psychobiology (or alternatively, ergasiology, a term he coined from the Greek words for working and doing), by which Meyer designated an approach to psychiatric patients that embraced researching and noting all biological, psychological, and social factors relevant to a case — thus his emphasis on collecting detailed case histories for patients, paying particular attention to the social and environmental background to a patient's upbringing. Meyer believed that mental illness results from personality dysfunction, rather than brain pathology.
